Joint Land Use Study (JLUS)

About the Study

Tinker Air Force Base (TAFB) announced the release of its updated Air Installation Compatibility Use Zone (AICUZ) study at a public meeting in January 2007. An AICUZ study identifies noise contours resulting from current and anticipated base operations, and identifies clear and accident potential zones (APZ) including recommended land uses within the APZs.

The previous AICUZ study was released in 1998. Conducted by the Department of Defense (DoD), the updated study incorporates many changes at TAFB in the past decade, such as an increase in operations, revised flight tracks and improvements to the modeling programs used to define the noise contours.

Recommendations of the AICUZ encourage impacted communities and entities near the base, including Choctaw, Del City , Midwest City , Nicoma Park , Oklahoma City, Oklahoma County , Spencer and Cleveland County to consider local accommodations for future development. Considerations may include modification of building codes related to noise, future land use restrictions within the APZs, height and obstruction ordinances and continual communication with TAFB administration.

Col. Mark Correll, Installation Commander at TAFB said that the adoption of recommendations of the study will help assure the strength and vitality of Tinker. Maintaining the base's health is consistently one of the top federal legislative priorities for the ACOG Board of Directors.

While the AICUZ is the technical basis for planning and evaluation of existing and future land use recommended by the Air Force, a Joint Land Use Study (JLUS) provides the conduit for a cooperative planning effort between TAFB and the affected entities. The focus of the JLUS is to protect the communities as well as address encroachment threats to the base that could hamper its mission and viability.

ACOG will be serving as a project sponsor for a JLUS study this year that will address the issues of the AICUZ. Ninety percent of the study's cost will be provided by the DoD Office of Economic Adjustment, with a substantial portion of the local match offset by the state's Strategic Military Planning Commission.

June 12, 2008 Public Meeting

Citizens interested in the study and living in the vicinity of Tinker are invited to a public meeting. The meeting will be held June 12 , at 7 p.m. at the Del City Community Center, 4505 S.E. 15th Street, Room One, in Del City.

Citizens interested in the study and living in the vicinity of Tinker are invited to a public meeting. The meeting will be held February 28, at 7 p.m. at the Midwest City Library, Room A, 8143 E. Reno Ave. , in Midwest City .

Public Meeting on Oct. 18, 2007

Cooperation, collaboration and future visioning are key tenets to a study that is currently being conducted between Tinker Air Force Base and the greater Oklahoma City metropolitan region.

The Association of Central Oklahoma Governments (ACOG) serves as the primary sponsor of the Joint Land Use Study (JLUS), which is funded by the US Department of Defense, Office of Economic Adjustment.  

The study is a cooperative land use planning effort. It is designed to promote community growth and development that is compatible with Tinker's training and operational missions. 

Public involvement and interaction is a primary component of the JLUS process.  Citizens interested in the study and living in the vicinity of Tinker are invited to the first public meeting.  The meeting will be held October 18, at 7 p.m. at the Reed Center , 5750 Will Rogers Road , in Midwest City.
