The ACOG Community & Economic Development (CED) Department works closely with the cities, counties, chambers of commerce, and economic development organizations throughout our region. As the Capital Area Economic Development District (CAPEDD) of Oklahoma, ACOG provides education, training, and expert assistance for community and economic development initiatives and grant funding opportunities.
Capital Area Economic Development District
In 2013, ACOG was designated as an Economic Development District (EDD) from the U.S. Economic Development Administration (EDA). In 2019, ACOG branded its EDD as the Capital Area Economic Development District of Oklahoma (CAPEDD) and published its Comprehensive Economic Development Strategy (CEDS) with updates in 2021 and the Fall of 2024.
As the ACOG Region EDD, CAPEDD is a bridge between local community economic development professionals and the EDA to distribute grants for infrastructure and development projects and connects our communities with existing funding and planning resources. It also helps lead the locally-based, regionally driven economic development planning process that leverages the involvement of the public, private and non-profit sectors to establish a strategic blueprint or economic development roadmap for regional collaboration.
Comprehensive Economic Development Strategy (CEDS)
The Comprehensive Economic Development Strategy (CEDS) is a blueprint to grow, strengthen and diversify the economy of Central Oklahoma. CEDS is a strategy-driven plan for regional economic development and is the result of a regionally-owned planning process designed to guide the economic prosperity and resiliency of an area or region. The Economic Development Administration (EDA) requires that Economic Development Districts (EDDs) maintain a CEDS, and that it be updated every five years to maintain federal designation as an Economic Development District. In February 2019, ACOG updated its CEDS and it was published in September 2019. A COVID-19 Pandemic Response was added to the CEDS plan in 2020.
CEDS Advisory Committee
The CEDS Advisory Committee (CEDS AC) is a volunteer group of public and private business leaders, representing government, private enterprise, workforce development, chambers and higher education in the ACOG region. The CEDS AC provides a coordinating mechanism for these leaders to engage in a meaningful conversation and debate about the economic direction of the ACOG region and is charged with providing input and oversight on the ACOG Comprehensive Economic Development Strategy (CEDS).

Community Economic Resiliency Initiative (CERI)
The CERI Program offers municipal governments the opportunity to develop planning demonstration (demo) sites that will model strategic community and long-term economic investment with a focus on placemaking and cultural heritage tourism. CERI aims to engage local governments to develop the tools they need to become economically resilient and sustainable.
Rural Economic Action Plan (REAP) Grant Program
REAP grants are essential to providing Oklahoma communities with populations under 7,000 the opportunity to improve their infrastructure and quality of life. REAP grants require no match and may fund projects such as road and street construction or repair, drainage projects, rural highway improvements, county bridge construction or repair, industrial access road construction or repair, among other specific transportation projects and more.
Community Development Block Grant (CDBG) Grant Program
CDBG money enables rural Oklahoma communities to finance a variety of public infrastructure and economic improvements and helps promote job growth as a result of these improvements. CDBG funds are provided by the federal government and managed by the Oklahoma Department of Commerce. ACOG, as a regional Council of Governments, is the state appointed agency to distribute CDBG to qualified communities in Central Oklahoma.
My Government Online (MGO)
ACOG is the Oklahoma representative for MGO, which was developed by the South Central Planning & Development Commission (SCPDC) in Houma, Louisiana. MGO is an automated suite of software applications that provide local governments the opportunity to achieve their goals with software that manages: Permits & Licensing, Planning & Zoning, and Customized Reports.
