Building Better Communities

The Community Development Block Grant (CDBG) Program is authorized under Title I of the Housing and Community Development Act of 1974, as amended. The CDBG program was enacted in 1974 under the Housing and Community Development Act or HCDA. Prior to this point in time, there were numerous federal programs which addressed community development issues.

CDBG grew out of the consolidation of eight categorical programs under which communities competed nationally for funds. The consolidated programs include:

  • Open Space
  • Urban Renewal
  • Neighborhood Development Program grants
  • Historic Preservation grants
  • Model Cities supplemental grants
  • Public Facilities loans
  • Neighborhood Facilities grants
  • Water and Sewer grants

The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of unique community development needs. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD. The CDBG program provides annual grants on a formula basis to 1209 general units of local government and States.

State Administered CDBG
Also known as the Small Cities CDBG program, States award grants to smaller units of general local government that carry out community development activities. Annually, each State develops funding priorities and criteria for selecting projects.

ACOG has extensive experience administering CDBG projects for local governments in the region. Staff activities include the: development of all required resolutions and publications related to the project; preparation of monthly requests for funds from the Oklahoma Department of Commerce; review of labor standards (such as “Davis-Bacon” required wage compliance) and filing of reports.
