As the designated Metropolitan Planning Organization (MPO) for Central Oklahoma, ACOG provides regional transportation planning, data development and management services, air quality and Clean Cities outreach to ensure continued certification by the appropriate federal and state agencies.

Transportation Planning Services

Transportation plays a vital role in today’s economy, providing access to jobs, education, shopping and recreation. It is an integral part of our mobile society influencing urban development, economic vitality, and quality of life. The ACOG Transportation Planning Services (TPS) Department, as the MPO for the region,  ensures the transportation planning process, is conducted in compliance with federal guidelines established by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA), state laws, and local statutes.

Boards and Committees

Multimodal transportation planning and implementation require a unified policy direction for all modes of travel. This direction is provided by a committee structure, which consists of a number of committees anchored by the ACOG MPO Policy Committee (PC) and the ACOG MPO Technical Committee (TC). The ACOG MPO PC provides guidance for transportation planning – each ACOG member local government designates one representative and receives one vote. The ACOG MPO TC makes recommendations to the ACOG MPO PC concerning adoption and approval of all transpotation plans and programs. Other ACOG modal committees are: Active Transportation Advisory Committee (ATAC) and Areawide Planning & Technical Advisory Committee (APTAC).

Active Transportation Planning

Active transportation is any self-propelled, human powered mode of transportation, such as walking or bicycling. Similar to street and highway planning, these networks require coordinated planning among multiple jurisdictions and should be linked to transit stops, schools, parks, and retail and medical centers to provide transportation options for the community. ACOG supports active transportation through development of the Regional Active Transportation Plan, organizing area Bike Month events, and administering the Transportation Alternatives Program (TAP).

Long Range Planning (MTP)

In its role as the MPO, ACOG produces a new Metropolitan Transportation Plan (MTP) every five years that creates a long-term vision of our regional transportation system. Each MTP looks 25 years into the future to guide Central Oklahoma’s transportation dollars. The ACOG MTP, ENCOMPASS, is developed with member communities, the Central Oklahoma Transportation and Parking Authority (COTPA), City of Norman Transit, the Oklahoma Department of Transportation, the Oklahoma Turnpike Authority, Federal Highway Administration, Federal Transit Administration, and numerous stakeholders.

ACOG is continually focused on providing safe and secure transportation systems for users in Central Oklahoma. This encourages local municipalities to improve the design, construction, and maintenance of infrastructure to reduce the number and severity of crashes, injuries, and fatalities of users.

Short Range Planning – (TIP)

Federal law requires that all Metropolitan Planning Organizations (MPOs) prepare a Transportation Improvement Program (TIP) for their designated region. The ACOG TIP serves as a short-range implementation tool to achieve compliance with the goals of the regional long-range transportation plan. As the region’s MPO, ACOG prepares the regional TIP in cooperation with the state department of transportation, transit operators, and local governments.

Unified Planning Work Program (UPWP)

The Unified Planning Work Program (UPWP) is prepared annually and serves as a basis for requesting federal planning funds from the U.S. Department of Transportation as well as a management tool for scheduling, budgeting and monitoring planning activities of participating entities. The UPWP is developed with input from numerous agencies including the Oklahoma Department of Transportation, the Federal Highway Administration, the Federal Transit Administration, the Central Oklahoma Transportation and Parking Authority, City of Norman Transit, the Oklahoma City Traffic Management Division and other cities included in the regional transportation study area.  The UPWP program is administered by ACOG in accordance with a “Memorandum of Understanding” among ACOG, the Oklahoma Department of Transportation (ODOT), the Central Oklahoma Transportation and Parking Authority (COTPA) and the City of Norman Transit.
